This

Three casks were noticed with a few gallons of beer in

each and the firm's representative volunteered a statement that the

few gallons were returned by the Military Authorities as being

unfit for consumption and that a refund would be claimed from the

Superintendent of Imports and Exports. I pointed out that I could

not understand that out of 52 or 54 gallons only 3 or 7 gallons

were returned as unfir for consumption: that surely if the whole

cack was good for 47 or 49 gallons the residue chiefly malt

could not be put down as unfit and then refund claimed. Radecker

and Co's representative then stated that in such cask of beer &c.

a there is always a deposit of malt remaining and to this quantity

of water is added so as to make a few gallons of unfit liquid for

which claim is made on them and which they have to make good by

repayment. I pointed out the illegitimacy of this manipulation

but it was remarked that this had to be winked at in order to keep

business in hand.

Be this as it may, there is a point which is of some

importance 1.e. the allowance for ullages and liquid returned as

undrinkable.

There is no doubt that the Military Authorities pay the

full value of each cask including the duty which ie subsequently

returned by the Governor as a rebate to the Military Authorities,

the rebate therefore includes the duty paid on whole casks: what

allowance then is made to the Military Authorities by Messrs.

Radecker & Co. for ullages and liquid returned as undrinkable which

the Imports and Exports Office allows to Mesars. Radecker & Co? -
